I am sorry to read about your downloading difficulties. I don't know how to fix it but, I myself have problems downloading if I use an ordinary browser – Brave. I solved it by using TOR. That never disappoints.

As another user posted: Perhaps you are using a VPN? Maybe try to download without using the VPN?

Sincerely hope you are able to resolve your problems soon. The inability to download can be very frustrating.

I was having trouble downloading files with Avast antivirus; it was blocking access and I would end up with a page indicating a proxy problem (in Chrome or Opera, with or without a VPN).
By creating an exception in the antivirus (https://dl-alps-2.gcdn.ac/), I no longer have this problem.
