I am sorry to read about your downloading difficulties. I don't know how to fix it but, I myself have problems downloading if I use an ordinary browser – Brave. I solved it by using TOR. That never disappoints.

As another user posted: Perhaps you are using a VPN? Maybe try to download without using the VPN?

Sincerely hope you are able to resolve your problems soon. The inability to download can be very frustrating.
